Director at GBI Consultoria Internacional, holds a Bachelor’s Degree in Social Sciences from the Federal University of Rio de Janeiro (UFRJ) and in Law from Faculdade Bennett, with a Master’s Degree in Regulation and Competition Law by Cândido Mendes University.
Worked at the Brazilian Government (1982-2012), initially at the Foreign Trade Office (CACEX) and later at the Secretary of Foreign Trade of the Ministry of Development, Industry and Foreign Trade, especially at the Department of Trade Protection (DECOM) from 1995 to 2012, including work as General Coordinator from 2007 to 2012.
In this role, participated in several meetings aimed at the definition of the Brazilian position and at the negotiation of the Committees on Antidumping, Subsidies and Countervailing Measures and Safeguards and on Rules, under the World Trade Organization (WTO). Has an extensive experience in on-site investigations under trade defense proceedings, both in Brazil and abroad.
Co-organizer with the former Director of DECOM, Dr. Felipe Hees, of the book “Dumping, Subsidies and Safeguards: Revisiting the technical aspects of trade defense instruments”, published by Singular company in 2012, which includes two articles written by her (“Price undertaking: a brief analysis of the difficulties of its implementation” and “non-market economies in dumping investigations”). She is the author also of the article “Agreement on Safeguards: difficulties inherent to the implementation of such measures”, published at the Aduaneiras publishing company website in 2011.
Participated, among others, of the Training Course in On-site Investigations, carried out in cooperation between Mercosur and the Mexican government, of the Regional Course on the WTO Dispute Settlement Body: Rulers, Proceedings and Negotiations in Progress, organized by the Interamerican Development Bank (IDB / INTAL) and the WTO, and the Seminar on Trade Defence Instruments, organized by the Directorate General for Trade of the European Commission in Brussels.
